Steven holds a bachelor's in mathematics and a bachelor's in education from Bloomsburg University of Pennsylvania, a master of public administration degree from the University of Maine at Orono, a master of science degree in regional planning from the University of Massachusetts, and a bachelor's in resource planning from Worcester Polytechnic Institute. In addition to spending lots of time earning degrees, Steven has taught in the Danville Area Public Schools, the Millville Area Public Schools, the Shikellamy School District, and the Mount Carmel Area School District as well as serving as the town manager of Hermon, Maine, and the town planner of Old Town, Maine, as well as the town planner for Southington, Coventry and East Hampton, Conn.

Steve is an avid Nordic and alpine skier, runner, hiker, and canoeist. Steve was the New England whitewater slalom champion in the C-1 recreational division in the early '90s.
